I paid 20$ud for a single for my stay at pacific hostel is were very good, with your budget you can stay at the backpackers hostel ( the dorm only ).

8$ now you only stay at hostel in Hanoi not hotel.

Other hotel is very cheap and located in central is Nam Phuong hotel in Nhaa Tho Str.

You can look for a dorm bed of backpakers hostel at 48 Ngo Huyen Str - Hanoi, which is considered cheap and very comfortable, 8-10 ppl share a room.
