Where can I get passport photos taken in Hochiminh and how much would it cost?

In any shop you see along the street with sign like Kodak, Konica, Fuji, etc.
Cost is about 25,000 to 50,000 VND per set.

I know this is a stupid question BUT do you not have to have a PASSPORT before you get to Vietnam? If so why do you need pasport pictures after arriving?
He/she might need more for Cambodia / Laos visa or for future use.
